R&K and teaming partner LMI have been awarded a contract to continue FOM model development and operations for OSD. FOM is OSD’s model that
calculates the cost of facility operations on an annual basis. FOM calculates operations dollar requirements from the “bottom up” for 12
distinct facility related Service areas: Utilities (energy), utilities (water & waste water), pest control, custodial, refuse, leases,
pavement clearance, grounds maintenance, fire & emergency services, energy management, real property & engineering services, and engineering
readiness.
This year’s task include: continued operation of the FOM; a complete review of the FOM Business Rules based on the new OSD real property
data reporting rules; update of Service related cost factors and locality factors (combination of geographic related labor and materials
cost as scaled by climate); and an independent study of FOM accuracy and predictability using “did spend” data from all the Military
Services gathered from their planned joint basing sites.
FOM is one ODUSD (I&E)’s three facility related budget planning models…the others being the Facilities Sustainment Model (FSM) and the
Facilities Modernization Model (FMM). I&E’s Dr. Get Moy calls these three models his “TRIAD” for facility budget planning.
All three models are currently maintained by R&K Engineering, Inc.
